    "An Act relating to the burning capability of cigarettes being sold                                                         
    or offered for sale, or possessed for sale; relating to compliance                                                          
    certifications by tobacco product manufacturers, a directory of                                                             
    tobacco product manufacturers, the affixing of stamps to cigarette                                                          
    packages, and cigarette tax stamps; and providing for an effective
